Unable to publish Windows Phone 8.1 application from Visual Studio 2013 Express -


when click on store menu -> associate app store ... or create app packages got following error: unexpected network error has occurred. app list cannot refreshed. please retry pressing refresh button. enter image description here

even can't upload appx files because fails when checking app identity , publisher ... appreciate sam

we facing same issue. thread here says large number of apps reason. have 3 apps on list. doesn't seem reason. same both windows phone , store apps. accessing dashboard in browser seems unaffected. also, tried different isps rule out reason.
