android - Can Google in-app billing/ Paypal sdk support delayed payment? -


i trying develop application allows user , user b make delayed transaction. means if wants buy service b, has pay amount first. if b indeed provides service a, earns , commission this. otherwise, money returned a. research on mobile payment, seems oauth allows "delayed" payment.

so wonder if means google in-app billing , paypal sdk satisfy need of having "delayed" payment. also, how commission transaction? let's want have 10% commission. should 100% of amount first , give 90% b? there better way of doing so? thank time.
