Outlook opens ICS file with the timezone dropdown -


i have been trying ics file floating timezone setup. research suggests floating timezones not recommended, client has asked user downloading ics file in uk , 1 in both see same time.

the code have follows (minus message body);

i have set computer's timezone phoenix (utc -07:00), , opening ics file in outlook works in time displays 11:00-11:30 hope. however, outlook opens timezone drop downs displaying 'dublin, edinburgh, lisbon, london'. if course being run in think confusing users.

i have tried removing of vtimezone section, , tzid references within dtstart , dtend, or removing 1 or other, or changing them tzid tzid:america/phoenix, or adding z times, of these seems give me erratic timings. however, remove timezone drop down in outlook!

so questions are; 1. there way can tell outlook not open timezone drop down within ics file? 2. there better way me this, setting exact time of course , ability download anywhere in world same set time course?

the standard way represent floating events corresponds second description (i.e. remove references tzid). in case like:

dtstart:20150609t110000 dtend:20150609t113000

what outcome of such event on outlook side ?
