how achived ? didn't find materials describe how make such big customization , animated markers

ingress done using libgdx not using google-maps in "easy way" use. in case, removing googlemaps tiles , have gives black tiles , streets or streets (and create black yourself). should custom tileoverlay put background. unfortunately can't give code, it's don't know if done somewhere...
