paypal - How to bypass payment page depending on previous page selection -

fairly new @ html / css stuff, i'm pleasantly surprised @ i've learned , not afraid keep going. question:

when members join our website go through 3 separate pages. first page enter basic demographics (name, etc.), 2nd page choose desired membership level, , 3rd page enter billing , payment information.

only after payment gets processed account setup , ready use.

i'd make basic membership free new users. when arrive @ second page select membership, they'll have option of choosing package costs nothing.

problem is, last (billing) page looking something (fyi paypal merchant service, allowing both credit cards , paypal method of payment). if there 0 balance, page still requires user complete fields (address, credit card number, etc.). , when submitted, transaction cannot complete because amount owed $0.00.

so i'm looking way users can bypass billing page if basic (free) membership chosen. can't figure out how because system requires payment in order profile become live.

hope makes sense. guidance / suggestions appreciated, , i'm happy answer questions clarify. thank you! -joe
